As for 2024, it is free only for the first 3 hours. after that is 10 lei/hour (2 euros/h) and only during the day. Lost ticket cost 100 lei (20 euros). You cannot park for more than 10-12 hours as (according to their rules, not sure exactly it they actually do that) they will to the vehicle.
We did not actually stay here but where told by friends who live in the area that we couldn't stay here as barriers have been installed and there is a 3 hour limit now. We just parked close to their apartment and slept there.
