Daytime parking during limited hours (see photo). It's not clear whether or not you can park longer during the evening so I asked some locals, but they, too were not clear when they looked at the sign. Also, very few of the spots are appropriate for a larger vehicle. Cellular 4G is 2 out of 4 bars.
